Are rules meant for penality or correction of the offender?

Bhutanese society is governed that rules are there to penalize the offender than to make correction for what they have done. That is one of the reasons why we have many school drop outs.
Dr. Chencho Dorji, a psychiatrist at the Jigme Dorji Wangchuk National Referral Hospital agreed that Bhutanese schools have rigid rules on the defaultors. He said that this is not the right apprach to deal with the youth crimes and misbehaviours. Quite often the schools, institutes in the country either suspend or expell the student  even for a minor mistakes.
